The Economic Development Division fosters municipal/business partnerships, offers business assistance, facilitates the business retention program and manages a business database. Businesses seeking to expand or improve their operations receive assistance from the Economic Development Division.
The Business Affairs Division works closely with the Development Corporation of Fort Dodge and the Greater Fort Dodge Growth Alliance to perform business retention activities and new client lead generation activities. The Economic Development Division also works with the Iowa Department of Economic Development, and other regional entities such as the Mid-Iowa Growth Partnership, to coordinate economic development projects. Tools used for economic development include, but are not limited to: tax increment financing and enterprise zone.
The staff also works closely with the Development Corporation of Greater Fort Dodge, the downtown Self-Supporting Municipal Improvement District, Webster County Improvement Corporation, Fort Dodge Betterment Foundation, USDA Rural Development, Iowa Finance Authority, EDA, and HUD.

NOTE: Homeowners are allowed to repair/replace their own public sidewalk only (not include ADA ramps). A permit is required. Any other work must be performed by a registered contractor.
Failure to submit a permit request prior to beginning work will result in the permit fee being doubled.
Right of Way Obstruction Information:
All persons placing an obstruction must:
- Provide a copy of a $1,000,000 liability insurance certificate (meeting these requirements) to the City Engineer's Office
- Request permits online through the Action Center
- Pay the permit fee of $35 per request
Failure to submit a permit request prior to placing an obstruction will result in the permit fee being doubled.
Purpose:
The purpose of this chapter is to better address ROW excavations and obstructions. This ordinance will also implement the use of a standard bond form and submission of mapping data. The chapter identifies the requirements and regulations for working in the public right-of-way (ROW). As the installation of telecommunications becomes more prevalent, an update to the ordinance is needed.

Inspections
- Inspections are required for all work unless waived by the Engineer.
- Contact the Engineering Department for inspections, 515-576-4551 ext 1236.
- Allow 1 working days notice. Inspections are required prior to placing concrete, when forms are set.
- Additional requirements may be prescribed in the permit.
All work requiring a permit shall conform to the Iowa Statewide Urban Design and Specifications. (SUDAS)
Traffic Control Guidelines
- In general all traffic control shall comply with the most current edition of the Manual on Uniform Traffic Control Devices (MUTCD).
- Traffic control on 5th Avenue South, 15th Street, and Business US 169 shall comply with the Iowa Department of Transportation Standard Road Plans for Traffic Control.
- Flashing lights shall be mounted on barricades for all overnight closures.
- 48 hour notice to the Engineering Department is required for any street or lane closures

This division consists of one Animal Control Officer--a contracted person who responds to animal control issues.
- Pet owners are required to register their cat or dog at the City Clerk's Office, 819 1st Ave. South, 515-576-4551.
- All pets must be on a leash when not in an enclosed yard or a fenced in area.
- Nuisance laws are also in place to curb unreasonable barking and to help promote sanitary pet-keeping.
- Pets must be vaccinated for rabies. If your pet bites someone, the bite must be reported to Animal Control at 515-573-2323 or 911 in case of emergency.

On September 9, 2008, Ordinance No. 2102 amended our Rental Housing Ordinance by deleting the paragraph requiring the Owner/Tenant Occupancy Inspection Form to be completed and filed with this office. However, please feel free to continue using the form for your own records, if you so choose.
Whenever you rent a property to a new tenant, you may want to go through the property with the new tenant and check off the items on this form. You both need to sign the form signifying that you both are satisfied with the condition of the property. Please retain copies for your records. Thank you!
The City of Fort Dodge has a once a week garbage pick up for single and duplex family dwellings.
Garbage is to be set at the street curbside after 5 p.m. the day before collection or before 6 a.m. the day of collection. Residences must use the container provided by the City of Fort Dodge for the basic fee. If an additional garbage container is required, residents can purchase a second container at a cost of $67.50 and increase the monthly cost of garbage collection from $14.50 to $29.00 per month. This can be done at the Water Department, located on the first floor of the Municipal Building, 819 1st Avenue South, Fort Dodge, Iowa.

The Code Enforcement Division ensures that all building, mechanical, and plumbing improvements within the City of Fort Dodge are completed in accordance with adopted codes providing for the health, safety, and welfare of Fort Dodge residents and visitors. Welcome to the City of Fort Dodge. Our City Treasurer's office can assist you with licenses and permits related to construction. The City Clerk's office can assist you with cigarette permits and beer & liquor license applications. Fire suppression is the primary mission of the Fort Dodge Fire Department. Currently, our fire division staffs 2 fire suppression apparatus, 1 dual-role ambulance, and a command vehicle. Each fire suppression apparatus is staffed with a Lieutenant and 2-3 firefighters. Our dual-role ambulance is staffed with 2 firefighter/medics and our command vehicle is staffed with our shift Captain.
Our fire suppression personnel are assigned to one of our 3 shifts and work the California Swing schedule. Due to our EMS staffing coverage, our minimum fire staff is 8 on-duty during the day and 9 fire staff on-duty during the night. Our fire staff operate under Standard Operating Procedures and utilize the best available equipment.
As of 2022, we are on pace to have 1 fire per week in Fort Dodge.

Even if you do not request a municipal infraction, the City may file one against you.
This is a case that is tried before the Iowa District Court. There are additional court costs and a filing fee associated with filing a municipal infraction. The losing party is responsible for those costs and fees. Failure to appear for the hearing may result in a finding of liability for the municipal infraction.

Valid reasons to contest:
1. The operator of the vehicle was issued a uniform traffic citation for the violation in question pursuant to Fort Dodge Code Chapter 10 or Iowa Code Chapter 321 (2008).
2. The violation occurred at any time after the vehicle in question or its State Registration plates were reported to a law enforcement agency as having been stolen, provided the vehicle or its plates had not been returned to the registered owner at the time of the alleged violation.
3. The vehicle in question was an authorized emergency vehicle conducting official business.

What is considered a rental unit?
As defined in Ordinance No. 2102, "the term 'rental unit' shall be any dwelling unit not occupied by a record titleholder."
This definition simply means that if the property is occupied by someone whose name is not on the property records, which have
been recorded with the Webster County Recorder, the unit is considered a rental property and must be registered and inspected per Ordinance No. 2079, this includes family members.

The Community Development Division works to improve and maintain the City's housing stock, to revitalize declining neighborhoods, and to provide assistance to the business community. The City has a long history of administering Community Development Block Grant programs spanning over 30 years. These programs were initiated to improve the overall condition of the City's housing and quality of life.
The board meets the month of December of each even numbered year. Five members serve 4 year terms. Council members appoint from their ward with the City Council approval. Three at-large Council members appoint the at-large member with the City Council approval.

Collector Line Program
The City Council adopted the City of Fort Dodge's Collector Line Program for Sump Pump Lines on March 28, 2011. Click here for more information and to see if you qualify. Please email engineering@fortdodgeiowa.org or call 515-576-4551 x1236 with any questions.
The Sump Pump Collector Line Program is an incentive program initiated to help the City of Fort Dodge and its citizens alleviate the amount of sump pump water being discharged onto the streets, sidewalks, and other nuisance causing areas. Under this program, where storm sewers are available, the discharge of clean sump water can be diverted from the street and other surfaces to pipes installed between the curb and sidewalk.
NOTE: It is a violation of City Code to discharge a sump pump across or over a public right of way sidewalk or crosswalk.
Over the next few months, City of Ft. Dodge residents will be sharing their ideas on how to continue making the City of Ft. Dodge the best place in America to live, work, stay and play for the next 20+ years. This community visioning and planning project is designed to gather input from the city's 25,000+ residents, as well as input from county, regional, and state leaders. Our goal is to involve and engage residents in planning the city's future. With broad-based citizen input it is possible to develop a vision for Ft. Dodge that will position the city as the "ideal" city and enable the community to develop plans for achieving goals identified during the process.
The visioning effort will include one-on-one meetings, community focus group meetings, surveys, and research about the City of Fort Dodge and other benchmark communities. The process is inclusive and draws input and participation from all citizens.
The goals for Envision 2030 include:
Ø Engage citizens in describing the community they'd like to live, work, play, and stay and raise families.
Ø Draft a "common vision" for Fort Dodge that captures the major elements of the community's suggestions and ideas.
Ø Draft recommendations for achieving the common vision - and ensure that all citizens have an opportunity to have representation.
Ø Implement and communicate the visioning process and outcomes.
Ø Include public involvement and input through open meetings, public communications and easily accessible web site.
Ø Complete the end product - a report -of long-term goals and plans for the City of Fort Dodge that the vast majority of citizens will recognize as their own and support wholeheartedly.
The first phase began in fall of 2006 with interviews and collecting research data about the City of Fort Dodge and other benchmark communities. The second phase included open focus group sessions and employee awareness meetings that provided an opportunity for all citizens and employees to participate in the visioning and planning process.
The third phase includes the development of recommendations based from generated data. A draft of the report will be provided for public information and comments. Revisions will be made after a period of public comment and the final report will be published and made available to the public.
The vision for the community will be developed based on the most prevalent ideas that emerge from the community meetings and other informational sources.
The Emergency Medical Services (EMS) Division coordinates emergency medical response services for the community.
Fort Dodge Fire Rescue provides Paramedic-level ambulance transport services. All Fort Dodge Firefighters are cross-trained as Emergency Medical Technicians (EMTs). In addition, we have several highly-trained Paramedics on staff who respond to emergencies in either a paramedic-level ambulance or a paramedic engine company.

The commission meets the first Wednesday of each month at 5:00 p.m. in the Council Chambers. Seven members serve 2 year terms and are appointed by the Mayor with approval from the City Council.
MISSION: To secure for all individuals within the City of Fort Dodge freedom from discrimination because of race, color, religion, creed, sex, national origin, age or mental or physical disability in connection with employment, public accommodations, housing, and credit, and thereby to protect the personal dignity of these individuals to insure their full productive capacities, to preserve the public safety, health, and general welfare, and to promote the interests, rights, and privileges of individual citizens in Fort Dodge.
Discrimination is prohibited in the following five areas:
1) Employment
2) Housing
3) Credit
4) Public Accommodation
5) Education
Protected bases for these areas are:
Race, Color, Religion, Creed, Sex, Sexual Orientation, Gender Identity, National Origin, Age (in employment and credit), Physical Disability, Mental Disability (in housing, employment, education, and public accommodation). Familial Status (the presence of children; in housing and credit) and Marital Status (credit).
Specific Powers and Duties:
- To receive, investigate, and finally determine the merits of complaints alleging unfair or discriminatory practices pursuant to this ordinance.
- To investigate and study the existence, character, causes and extent of discrimination in public accommodations, employment, apprenticeship programs, on-the-job training programs, vocational schools, extension of credit, real estate, financial transactions, and housing in this City and to attempt the elimination of such discrimination by education and conciliation.
- To hold hearings upon any complaint pursuant to this ordinance made against a person, an employer, an employment agency, or a labor organization, or the employees or members thereof, to subpoena witnesses and compel their attendance at such hearings, to administer oaths and take the testimony of any person under oath.

If you have a complaint about your living conditions, and you are currently living in the rental property, please print out the Citizen's Rental Housing Complaint Form. You will need to write down whatever you believe to be in violation, sign it, and bring it into our office, 2nd Floor of the Municipal Building, 819 1st Avenue South, Fort Dodge, Iowa. We must have a current telephone number or speak with you in person. Please call our office at (515) 576-4551, ext. 1252 with any questions.
Housing Complaints
The Rental Housing Inspection Division has a process for handling all rental housing complaints filed by tenants. The tenant, who must currently be living in the rental unit must stop by our office and fill out a housing complaint form. Our office is located at 819 1st Avenue South. Please call and set an appointment first.
An informal inspection may be performed, based upon the 2015 International Property Maintenance Code. The property owner is then notified of any violations that exist. After a reasonable time, the property is re-inspected to assure that the violation(s) have been corrected.
The Rental Housing Inspection Division does not involve itself with either tenant or landlord complaints outside of the International Property Maintenance Code.

Community Camera Program
Do you currently utilize private video surveillance at your home or business? If you do, we'd like to hear from you.
Video surveillance is one of the best methods for apprehending criminals and convicting suspects who are caught in the act of committing a crime. Installing video surveillance is a great example of community-police partnerships and is something we highly value as a police agency serving our community.
How Does it Work?
The Fort Dodge Police Department is committed to our partnership with the residents and business owners in our community. Many business owners and residents currently operate surveillance systems at their businesses and/or homes. As crimes occur nearby, they are not always aware that their system may have captured information that could help solve the crime, thus keeping our community safer. In turn, the police are also not always aware who may have this potentially vital information.
The Police Department is asking residents and businesses across the city to register their privately owned surveillance camera systems. As we respond to criminal incidents, we may be able to use the information or footage gathered from the security cameras to assist in the apprehension and prosecution of the criminals involved.
What are the Benefits of Registering your Camera?
By registering your camera with us, the Department can quickly identify nearby cameras that may have captured criminal activity. After registering your camera, you would only be contacted by the Fort Dodge Police Department if there is a criminal incident in the vicinity of your security camera. Police personnel, if necessary, may request to view your camera footage in order to assist in the investigation. Help us make Fort Dodge an undesirable place for criminals to commit crime and help keep your entire community safe!

The personal information that you share with the department will remain confidential as your registration in the Community Camera Program is a confidential record pursuant to Iowa Code 22.7(18).
Frequently Asked Questions
Will the department have access to my cameras remotely or be able to view the footage without my knowledge?
No, Officers can only view the footage once a citizen has viewed it and chosen to share it with officers.
Will the department use or share my personal information for anything besides requesting footage?
No, The department will only contact you about your cameras if a crime or incident being investigated occurred near you. Your information will remain confidential.
Am I obligated to sign up for the program or turn over my footage? Do I have to pay a fee to sign up?
The program is 100% free and voluntary, you are not obligated to release footage, even if you sign up for the program. If at any time you decide to no longer be part of the program you can contact the department and your information will be removed from the program.

The Planning and Community Development Divisions of the Department of Development Services manages the City’s built environment by working with citizens and other City Departments to provide information and assistance with development procedures, mapping, and land use and zoning code inquiries. These Divisions also work to revitalize neighborhoods, improve and maintain the City’s housing stock, and provide assistance to the business community through various incentive programs.

Team Formation Information:
School Teams - All Fall/Winter/Spring leagues will have school teams to the best of our ability, depending on:
- The number of participants registered from each elementary school
- The number of coaches available for each school
- The summer league will be mixed.
NEW! Participation Numbers Limited to Amount of Volunteer Coaches Available
Volunteer Coaching can be nothing short of awarding and fun! With, it also takes some time and effort to provide good quality recreation guidance and opportunities to our youth! Beginning in May of 2024 we will be implementing a limited number of enrollments to ensure we have enough quality volunteer coaches available to cover the number of teams we have. This will be broken down in the format below:
Each league division (grade/age level) will have a set number of spots open pending each sport we offer. These would be for our core sports (Football, Basketball, Volleyball, Wiffleball, Tball, Softball, Baseball):
Spring/Summer Leagues 40
Fall Leagues 36
Winter Leagues 32
Once the spots are full, we will open additional spots pending the commitment of a volunteer coach. For example, if all 40 spots are filled for spring/summer leagues and a volunteer emails us to coach, an additional 8-10 spots will open.
If there are under 30 participants, we will not offer league-style play. Rather, it will be either weekly skills camps/scrimmages or a 1–3-day skills camp.
Head coaching incentive-
At the conclusion of the season you will be refunded to your parks and recreation account the full league fee. This is the coach that leads the team, does the team communication, and attends all meeting times.

To purchase a pass, users should visit https://www.tocite.net/fortdodgeiowa/portal. First time users will need to register for an account prior to purchasing a pass. To create an account, click on the login button in the upper right-hand corner of the screen, followed by “Create Account”. You’ll then receive an email from customer_service@upsafety.net asking you to confirm your email. After confirming your email, return to the sign in screen and log into your newly created account. Select which permit you wish to purchase and proceed through the form. Note that ID # is your driver’s license number. Once you’ve completed the process, you’ll receive another email confirmation when your parking permits have been processed and approved.

Parking fines are set at $15.00.
Parking tickets may be appealed within 10 days of the date that the ticket was issued. If your appeal is denied and you wish to further appeal the ticket, you may do so through the court system. What do we look for when we inspect?
The rental inspections are performed as per the currently adopted 2015 International Property maintenance Code. Copies of this code may be purchased through the City
Clerk's Office or from the International Code council's website at www.iccsafe.org.
As the health, safety, and welfare of the citizens of Fort Dodge is our number one priority, the following list is intended to be a helpful guide as to what the rental inspector looks
at/for during a rental housing inspection. This list is intended to be a general guide, and is not all-inclusive. Click here for full information.
- There must be operable smoke alarms, with batteries, on every floor, including the basement level, inside every bedroom, and outside of every bedroom area.
- Windows less than six (6) feet off the ground must have window locks.
- Deadbolt locks must be installed on all doors accessing the unit. All locks must be operable from inside the dwelling without the use of special any knowledge or keys.
- All electrical panels must be fused properly.
- Heaters and furnaces must have proper gas shut-off and be properly exhausted
- All stairs with four (4) or more risers must have handrails and/or guardrails.
- Kitchen and restroom fixtures must have proper water pressure and no leaks.
- There may be no broken windows ore doors.
- There must be rescue or escape windows (also known as egress windows) in all sleeping rooms.
- The property must be free of rubbish and garbage both inside and outside the residence. No yard waste or debris is allowed to be present in the yard.
- The property must be structurally sound and the overall safety of the property is of utmost importance.
- Carbon monoxide detectors must be on every level and outside of each sleeping room.
